Melinda Base


Educational Consultant

Melinda Base’s work as an educator has as its foundation a deep love for teaching, a desire to nurture developing educators, a desire to support district and campus leaders in their work, and a commitment to serve ELLs throughout the state of Texas.

Melinda’s first teaching position as an English as a Second Language (ESL) and Reading teacher in Alamo Heights ISD in San Antonio introduced her to working with ELLs. During her thirteen year tenure in AISD, she earned a Med. in Reading Education and began doctoral coursework in School Improvement at Texas State University-San Marcos. As part of her studies, Melinda was a co-author on articles related to educational administration in Mexico and the US, and spiritual leadership. During her doctoral studies, she served on faculty at Texas State University in the Department of Curriculum and Instruction.

Melinda’s next move was to San Marcos High School to serve as the Newcomer Academy teacher. While at SMHS, Melinda was honored as Teacher of the Year. She then moved into an administrative position with Del Valle ISD. She served as a campus Instructional Facilitator, campus Instructional Administrator, and Language Coordinator with the district.

Melinda’s K-16 experience up to that point supported her transition into her work as a Bilingual/ESL Education Specialist at Education Service Center, Region 13. Her areas of expertise included accountability, assessment, and compliance in second language programs. She was also a successful presenter both at the center facility and in districts across central Texas. 

In addition, Melinda served on the TEA committee for the annually published List of Approved Tests for English Language Learners. She also provided required state trainings for many educators in central Texas, including LPAC, TELPAS, and ELPS Academies.

Summer of 2013 marked a significant transition for Melinda. She retired from ESC, Region 13. She moved from Texas to Washington and has founded Halcyon Stone, LLC – an education consultancy. She also contracts with Seidlitz Education to author and produce books and resources to support teachers and leaders of ELL programs.
